You do not need a smart hub/base station to operate the device or limited based on your address.

Arlo
Arlo's subscription plan is separated by a multi camera plan or a single camera plan. This subscription plan also varies depending on which Arlo camera you have. Arlo Ultra and Pro 3 have different subscription tiers than Arlo Pro, Baby, Pro 2 & more. Arlo products need a base station to operate. The price of a base station is about $79.99 on top of the subscription fee and the Arlo cameras.
